Operations Standards Manager

About the role:
Your key responsibility will be to
manage Train Services’ investigation process, spearheading the
implementation and continuous improvement of the train driver
competency management system, by enabling a strong focus on human
reliability modelling. You will support the alignment of Driver
training through to ongoing post-qualified competence
auditing. You will also lead a small but highly experienced team of
operational specialists.
Lead the
implementation, maintenance and continuous improvement of Train
Services’ investigation process ensuring that the set MTM standards
are met.
Report key
learnings (including causal factors analytics) from investigations
and recommend system improvements to prevent incident reoccurrence
investigation activities and oversee the quality and timeliness of
investigations and reporting
Analyse compliance
(quality and safety) trends to feedback in to the competence
management system
Maintain internal
control systems, recommending new policies and procedures
Compilation and
roll out of new standards and procedures  
Deliver briefings
and reports arising from SPAD and Safe working breach investigations
Work with project
teams to map their impact on Driver competency
Assist in the
management of operational risk
Introduce a new
method for route training using risk based training needs analyses
About your experience:
You bring technical experience within a
large and complex competence and compliance environment and
confidently demonstrate previous work experiences in: 
Design and/or management of competence
and compliance frameworks

design and implementation of risk based training needs analysis
(RBTNA) and its usage with training standards and quality
Ability to analyse
multiple sources of data
Incident causation
modelling or root-cause analysis and problem solving such as ICAM
qualification as a Lead Investigator such as ICAM
Understanding of
operational risk and risk mitigation
Using legislation
or industry code of practice(s) in the management of investigations
verbal and written communication, in particular report writing and presentations
communication skills and the ability to build relationships within a
diverse team portfolio, particularly within a highly unionised environment
Success in
managing, leading, mentoring and developing a team.
